Exit at Yoyogi JR station. Baffling. If you can't get up the steps because you're in a wheelchair or pushing a baby carriage, this won't help you. If that flight of steps is just too much trouble, you've got bigger problems.
In Tokyo Metro's defense, at least they are trying. Most of the subway system has been built with accessibility a distant afterthought. I learned this the hard way when my parents came to visit. They both have bad knees so going anywhere was a struggle. Before that I had never even noticed how many times there are only escalators going in one direction, how elevators are usually only installed on one end of where the train stops, and how freakin LONG the walks between stations can be. If you are handicapped in Japan going anywhere must require very careful planning.

I can't NOT take this escalator, even though I can clear the stairs in one jump. I don't know what it is.
